Dear DSLCC Students,
Welcome to DSLCC and to the Fall 2020 Semester. The start of the new school year is always exciting seeing the return of faculty and students to our vibrant college campus. Although this year is destined to be like no other, I am confident that our shared experience will be meaningful and rewarding for all.
The next several months will be a test of our individual adaptability and collective care for one another. Most colleges across the country are following our footsteps as a necessary measure during the COVID pandemic. Our ability to be predominately online with limited on-campus labs is due to the amazing work of our faculty and staff who have established important new safety protocols and created built-in flexibility for our programs. We are extremely fortunate to be in a rural location where the impact of the virus has been limited, but we must remain vigilant. With your help, we are equipped to preserve a healthy environment throughout the year. Our success depends upon our collective commitment to the health of every individual on our campus.
If you need to be on campus, I urge you to embrace our safety requirements and actively encourage others to do the same. YOU MUST WEAR A MASK and you can follow an ever-updated FAQ's section on our website at https://www.dslcc.edu/fall-reopening-plan-faqs which also includes a link to our State approved Re-Opening Plan.
Simply put, complacency and carelessness are our biggest risks. We have a civic duty to the communities in which we live and work. By limiting the number of students and employees on campus, we will mitigate the potential exposure of many people to the virus—not only those connected to DSLCC but also those living our service area. By asking students to study at home this fall, we will reduce travel, thereby supporting essential public health efforts to reduce transmission of the virus. As critical as higher education may be, none of us wants it to be the driver of a second wave of virus transmission in our communities.
I assure you that our faculty and staff remain deeply committed to supporting the education of our students. We have been hard at work all summer on plans for a remote learning contingency. While the mode of instruction has changed, students will still receive the high-quality academic experience they have come to expect from DSLCC.
I am grateful to everyone in the college community for your understanding and patience as we learn together through this global pandemic. Beginning in September, I plan to hold a Virtual Town Hall for Students for you to ask me questions and provide feedback on how you are doing. I hope you will be able to join me. We will communicate those dates and times with you very soon.

Dear DSLCC Community,
As we continue to live through the emergence of the COVID-19 pandemic, the past few months may have brought together faculty, staff, and students like never before. I am proud how everyone has come together to maintain the excellent education provided by DSLCC as it has been for the past 58 years.
As we look to the fall semester, our priority remains the health and wellbeing of our students, staff, and faculty. Our students have begun to register for the fall terms and are asking questions about how classes will be offered and what their transferability will be. In the best interest of our learning communities, families making decisions about enrolling in college close to home, and our faculty and staff building and rebuilding schedules, DSLCC is taking the following actions for the fall semester: • With some exceptions, classes at DSLCC this fall will be offered in an online setting until if it is safe to return to campus. This applies to most classes that do not have hands-on components/competency requirements.
- The current class schedule will remain in place and all classes will meet beginning on Monday, August 24 unless noted. Additional courses will be added to the schedule and begin in mid-September based on student demand.
- Students will enroll in courses that are “Zoom Online” to keep students connected to instructors and classmates and engaged in real-time discussion and learning. These sessions are delivered live via Zoom, at a set time, on specified days, and may switch to on-campus delivery, on the same schedule, when it is safe. “Online Anytime” classes give flexibility of learning, with no formal in-person or online meeting times.
- Classes that require face-to-face, hands-on experiences like welding, forestry, culinary, clinicals, etc. as well as classes offered through Workforce Solutions & Community Education, will be offered in a hybrid setting with required social distancing practices and appropriate protocols. In short, our goal is to offer as much as we can in online and hybrid settings, and offer the hands-on courses in a responsible way that prioritizes the health and safety of our community. The lecture portion of these courses will be completed virtually.
- All courses will have a robust, quality Canvas online presence to support our students.
- Beginning later this summer or in the early fall, the College plans to allow for some on-campus computer lab use by students with no, or limited, internet access based on acceptable social distancing requirements. The College Library will also follow these same guidelines.
- All outside community events, activities, and meetings are cancelled through December 2020. Student activities will be delivered remotely via Canvas.
I hope that our message is clear: DSLCC is open! DSLCC will be offering a robust class schedule in the fall in both online and hybrid settings. The college is putting the health and safety of our community first and we are committed to a quality education that leads to seamless transfer and high-demand careers. And equally important, even in an online/remote modality we offer wraparound supports for students including tutoring, advising, library services, and connection to state and national benefit programs for those in need.

The federal government recently enacted the CARES Act, which allocates emergency grant funds to colleges, including Dabney S. Lancaster Community College (DSLCC).
DSLCC’s total allocation of HEERF funding is $444,564. Of that, DSLCC has received, reviewed and returned the Certification and Agreement to the US Department of Education that it will use $222,282 (50%) for “the sole and exclusive purpose of providing emergency financial aid grants to students for their expenses related to the disruption of campus operations due to coronavirus, such as food, housing, course materials, technology, health care, and child-care expenses.”

Due to the evolving COVID-19 situation, the campus will remain closed through June 10, with only virtual services available. The campus closure includes the DSLCC Cubby Closet. The remainder of the spring semester instruction will continue online, and summer semester instruction will be conducted online as well.

Due to the increase of COVID-19 cases in the surrounding area, out of an abundance of caution, DSLCC will be closed next week to all faculty and staff, with the exception of Buildings & Grounds and the phone center at the Rockbridge Regional Center. Building access will be restricted to all, effective immediately. You will receive further information by next Friday, April 3. Should you have questions or concerns, please contact your supervisor and a member of the Executive Team.

Dear DSLCC Students,
It’s been a little over two weeks since DSLCC went to remote learning. I want to thank you personally for your patience and flexibility during these challenging days. You’re doing amazing work at a difficult time, and we are grateful for your dedication and commitment to your classes. We know that many of you have begun to look to the end of this unprecedented semester and have started thinking about your grades. I write to share that yesterday the Virginia Community College System (VCCS) released its formal policy informing how the grading system across all 23 Virginia community colleges would be modified for the spring 2020 semester in light of the difficult issues related to the spread of the COVID-19 pandemic.
As VCCS considered how to approach grading for the spring 2020 semester, I heard from many of you. Some wanted to have the option for a “pass/fail” grading system; others wanted the opportunity to still earn a letter grade. Please know that your voices were heard, and the new VCCS policy balances these two perspectives.
The main points of the new policy are outlined below and your important new responsibility for making a choice on the grading options to be used in your courses is listed below:
• All course grading for Spring 2020 will default to P/F unless action is taken by the student.
• Students have the right to request a Withdrawal by the end of the Reading Days, April 28. Keep in mind that if you are receiving financial aid or if you are utilizing veteran’s benefits, withdrawing from a class may leave you with a requirement to repay those funds. You should consult the financial aid office before making your final decision.
• Students now have the option of receiving their earned letter grade (e.g. A, B, C, D). However, they must specifically request this, and it is not reversible. Students should discuss this option with their instructors before requesting the letter grade option.
• Students who wish to receive letter grades must initiate this request for each class separately. DSLCC is working on this process and will publish it in the coming days.
• Once a student requests a letter grade, this request is final and cannot be changed or revoked. DSLCC is required by VCCS to document and maintain each student’s request.
• DSLCC students must make their irrevocable request for a letter grade no later than the day before the end of the Reading Days, Thursday, April 28.
• Students can still request and faculty can still award an “I” (Incomplete) grade and make a plan to complete course requirements next semester.

DSLCC is developing the procedures to implement this new VCCS policy and will be sending out more information in the next few weeks. TEAS Test Announcement
Due to the closure of DSLCC Testing Centers as result of the COVID-19 pandemic, DSLCC President John Rainone has suspended TEAS testing as an admissions requirement for the Fall 2020 class of the Practical Nursing program and the Associate Degree Nursing program. He has also substituted the VPT Practice Test in place of the standard test.
The following policies supersede Admissions Requirements listed in the DSLCC Registered Nursing Program Handbook and the DSLCC Practical Nursing Handbook:
ASSOCIATE DEGREE NURSING
· General Admissions Requirement #4, “Academic Placement Test Scores” is revised. Students may use the VPT Math Practice Test in lieu of the standard VPT Math Test.
· General Admissions Requirement #6, Nursing Entrance Requirements (p. 12), is waived.
· General Admissions Requirement #7, Admission Ranking (p. 13) is altered to read: Nursing candidates are ranked for admission based on (1) highest GPA based on program prerequisite courses*; (2) for nursing candidates with equal college GPA, highest GPA based on High School. *Applicants who have completed college coursework will receive priority over students who have not. Dual Enrollment classes taken in high school are included in calculating the GPA of program prerequisite courses.

In light of the Governor’s announcement yesterday that all Virginians should stay home and limit their exposure for the next 30 days, DSLCC has taken the following actions:

Public Wi-Fi is available in all counties served by Dabney Lancaster Community College. Students may access Wi-Fi from the parking lots of DSLCC’s Main Campus (in front of Warren Hall) and at the Rockbridge Regional Center.
DSLCC is committed to assisting our students through this ever changing time. Most public libraries are currently closed, but patrons can access Wi-Fi from library parking lots. In an effort to assist students who do not have access to the internet, a list of Wi-Fi locations has been compiled and can be found here.
DSLCC remains open to faculty, staff and students only Monday - Thursday from 8:00 a.m. -5:30 p.m. through April 3. Any changes to this schedule will be shared by March 30, 2020.

We know that commencement is a joyous and momentous occasion that we anticipate each year. I am saddened to share that DSLCC Commencement on May 15 has been cancelled. We are committed to holding a commencement at a later date, but it is too early to determine the time frame.
As noted in the Chancellor’s address below, “the most recent CDC guidance calls for avoiding gatherings of 50 or more people over the next eight weeks.” This decision was not made lightly; it was made with everyone’s health and safety as our top priority.

Dear community college faculty, staff, students, and supporters:
Suffice to say, 2020 will not be the year for which any of us were hoping or expecting.
The COVID-19 pandemic not only threatens lives but changes the very pace of life. That includes how our colleges continue to work on behalf of the students we serve.
Virginia’s Community Colleges are open for business and will remain so, albeit adjusting how we operate to prioritize health safety.
We continue to track, and pass along to college leaders, the expert guidance being offered by the Virginia Department of Health(VDH) and the Centers for Disease Control and Prevention(CDC).
To date, we have cancelled several events, large and small, across Virginia to comply with what the experts recommend including our State Board meeting in Martinsville and the New Horizons conference in Roanoke, along with other professional development events.
May Commencements Cancelled
Sadly, we will add another round of events to that list: our May college commencements. The most recent CDC guidance calls for avoiding gatherings of 50 or more people over the next eight weeks, meaning our commencement season. I’ve consulted with our college presidents and please know that we do not take this step lightly.
What’s difficult is that the very things that make commencement meaningful also makes them dangerous in this pandemic. While it’s a celebration of individual achievements, it’s a community celebration. Many of the same family members who travel far and wide to attend are at particularly high risk with this virus. And the hugs and high-fives that come naturally to so many of us in that moment fly in the face of the social distancing practices we are asked to observe.
The colleges will honor the achievements of their Class of 2020 graduates later, at a time and in a manner that is safer for all concerned.
Colleges Find a Way Forward
In the meantime, faculty and staff members are finding ways to minimize the pandemic on the students we serve and their academic journeys.
I commend you for all that you are doing to offer classes remotely, to adjust performance-based courses to gather students in smaller groups, to find ways to counsel and advise beyond traditional face-to-face meetings, and continue offering computer lab and food pantry resources when possible.
This is incredibly important work. Just look around this emergency – the first responders, the hospital nurses, the truck drivers keeping food and supplies coming to our stores, and so many more – our society depends on community college-trained people to function, especially in its darkest moments.
Stay in touch with your managers, and college leadership, about what is occurring at your campus. As we look to salvage this current spring semester and prepare for perhaps an untraditional summer and fall semesters, your contribution will make all the difference.
Be Smart, Be Safe
That brings me to my final and most important point: be sure to take care of yourself and your family in this process. As a member of our team, we need you at your best to ensure that our mission continues when it is most needed.
Stay up to date on that guidance from the Virginia Department of Health(VDH) and the Centers for Disease Control and Prevention(CDC). Stay tuned to local media to understand what’s happening in your community. Practice the hygienic and social distancing habits that health experts are urging us to exercise. And make sure you know what’s happening with the operations of your college. Things can change quickly in this emergency.
Thank you for all that you are doing to support our students through this unexpected episode. Though we don’t know when, we know that this pandemic will come to an end. Let’s do everything possible to ensure the dreams and aspirations that brought people to our colleges don’t get lost along the way.

Update March 13, 2020 10:00 a.m.
Dear DSLCC Community,
The emergence of the COVID-19 pandemic is unlike anything we’ve seen in our lifetime. Our priority is the health and wellbeing of our students, staff, and faculty as we respond to this evolving threat to our campus and community. Out of an abundance of caution and to mitigate the risks associated with COVID-19, its spread, and the potential strain on area hospitals and clinics, DSLCC is taking the following actions:
- No classes will be held on Monday and Tuesday, March 16 and 17. All locations will remain open from 8:00am-5:30pm.
- All classes will resume through virtual or alternative delivery starting on Wednesday, March 18, 2020, and continue until at least Friday, April 3, 2020. This includes the Jackson River Governor’s School program. The sites for Nursing clinical will continue to meet and any changes will be the decision of each individual site.
- If there is a decision to continue with remote learning beyond April 4, DSLCC will advise our College community by March 30.
- Students should check Canvas or contact their professors for class information. Students are expected to check their DSLCC e-mail accounts regularly for updates.
- All faculty and staff are expected to report to work on Monday, March 16, 2020, unless otherwise on approved leave.
- Per the Governor’s orders, “all non-essential out-of-state travel by state employees is prohibited for the next 30 days, with exceptions in areas bordering other states.”
- All college events and activities are cancelled through Monday, April 6, 2020. No community events will take place on campus during this time.
- Starting on March 20, the main campus and the RRC will be CLOSING on the following Fridays for deep cleaning and sanitation (March 20, March 27, and April 3). All faculty/staff will be asked to work remotely or flex their schedules during the week. No faculty, staff, or students will be allowed on campus on these Fridays.
- College Services at all locations will remain open (Monday – Thursday, 8:00 a.m. – 5:30 p.m.). Tutoring will be available in the Library during the day or available 24/7 through Tutor.com where you can access from your course in Canvas. The Cubby Closet (Food Pantry) support will also be available. College Services are also accessible online via MyDabney and Navigate.
- The College Library and computer labs will be available for students who require computer and internet access until 5:30pm.
This situation is fluid. College administration is actively monitoring conditions for further developments and responding accordingly. DSLCC will provide additional updates at www.dslcc.edu and/or through the DSLCC’s Emergency Alert System.
Consistent with CDC guidelines, students, faculty and staff returning from travel to any country for which the CDC has issued a Level 2 or 3 Travel Warning related to COVID-19 should self-quarantine for 14 days.

Dear DSLCC Community,
DSLCC is closely monitoring the latest updates and developments regarding COVID-19, the Coronavirus disease, a respiratory illness causing flu-like symptoms. As a campus, we are following CDC and Virginia Health Department guidelines. There are currently no changes to our normal routines and activities, and we hope not to make such changes. Any update to that situation will be posted on the college’s website and social media channels, and we’ll update that as soon as any need arises.
Everyone can help prevent the spread of infectious diseases, and public health professionals recommend we:
- wash our hands often with soap and water
- cover our mouth and nose with our sleeve or a tissue when we sneeze or cough
- avoid close contact (touching or shaking hands) with people who are sick
- avoid touching our mouth, nose, and eyes
- stay home when we are sick
As the health and safety of our campus community is our highest priority, we will continue to monitor the situation and keep our campus community informed. I urge anyone who has reason to think they are at risk of having been exposed to take every precaution to ensure their own health and that of the community.
